Vehicles are crafted from materials and resources using the Fabricator or Constructor.

Vehicles can either

be carried in the inventory and be equipped to the toolbar. An example is the SeaGlide, a handheld DPV (diver propulsion vehicle).
or reside as an object in the world which can be entered and controlled.

Some Vehicles can currently be spawned using Debug Console Commands.
