Said Tether spawns inside the module once built.
Usage
To teleport into the Seatruck, press RMB while holding the Tether Tool. This will only function if the Teleportation Module has power. The Tether Tool will always teleport the player to the oldest powered Teleportation Module (i.e. the first one the player constructed, or the second if the first is unpowered, etc.). The teleportation is not instantaneous; the player can die (ex. drown) while teleportation machinery warms up.
Advanced Usage Strategy
It is possible to create a two-way teleportation system by utilizing two different Seatruck Teleportation Modules, each attached to two seperate seatrucks to teleport the player from one seatruck to the other and then back. This is possible because the Tether Tool will always teleport the player to the oldest powered Teleportation Module.
Make sure that the oldest Teleportation Module is attached to a secondary seatruck, preferably parked near the player's permanent base, whereas a second newer Teleportation Module is attached to the main primary seatruck that is intended to be used during far voyages and long expeditions.
When the the Tether Tool is activated, the player will be teleported to the oldest Teleportation Module on the secondary seatruck. To teleport back to the Teleportation Module on the main primary seatruck, simply disconnect the Teleportation Module on the secondary seatruck before activating the Tether Tool. This will allow the player to teleport back to the main primary seatruck wherever it was left at.
This two-way teleportation would only work this one time as you're required to re-connect the Teleportation Module on the secondary Seatruck. Still, this mechanic opens up a lot of possibilities for the player, including the ability to chain teleportation by doing this method with several more Seatrucks and Teleportation Modules.
Advanced Usage Strategy (Reusable)
It is possible to create a nocturnal multidestination resetting teleportation system by utilizing several different Seatruck Teleportation Modules and Seatruck Docks. As stated before, the Tether Tool will always teleport the player to the oldest powered Teleportation Module. Start by following the instructions in Advanced Usage. Build a Seatruck dock attached to it's own base. This section will have to lose power, so do not directly connect this to an already existing base. Take the oldest Seatruck Teleportation Module and dock it. Remove all power cells from the Seatruck, meaning the only power the Teleporation module will get is from the base. Add a solar panel to the teleport mini base. Make as many teleportation minibases as you want. To teleport to the oldest base, just use the tether. To go to the second oldest base wait or sleep until it's nighttime then remove the solar panel and drain all the power from the base you are currently before rebuilding the solar panel. Use the tether. Repeat as necessary. Your newest teleport module should be on the Seatruck that is used for exploring. When daytime comes around, all teleportation minibases will regain power, allowing you to teleport to them again.
Recipe
The blueprint for the Seatruck Teleportation Module is unlocked by scanning ten Architect Artifacts. It is crafted in the Mobile Vehicle Bay. (no target detected)

Trivia
- The game's files contains models and textures for functioning Seatruck Teleportation Module fragments, even though the module's source is not through fragments. It can be inferred that scanning fragments was the original plan for obtaining the module.
