The Ground Sampler is an Architect Artifact being used to collect and analyze samples from the rock below.
It is likely analyze the ground to search for potential materials they can use to create Ion Cubes. It is also possible that they were testing if they could build a facility there, since in Subnautica they made a thermal plant (Here’s a link to it.) and you fond them both in thermal calderas.
Multiple Ion Cubes can be found near both of the Ground Sampler in the Tree Spires and East Arctic.
