It was used by the Alterra Corporation to produce Snowfoxes. The base currently consists of two Large Rooms, stairs, and a Hoverpad fragment. It is located behind a large door, presumably used to protect against Ice Worms. There are several rocks that have fallen and impacted the base. At the moment, the base is not solid, meaning you can walk right through it.
