It is presumably a hideout for Serik Jevov. On a bed in the bunker is the Colleague PDA that Serik Jevov abandoned. A Supply Crate can be found in the top left of the bunker, containing Snow Stalker Fur. The Jukebox Disk containing Deep Dive (feat. Zach Boucher) by TryHardNinja can be found in the bunker on the console.
