Power Cells are one source of Energy, the other being batteries

Energy is used for several items and vehicles and is needed for them to operate. When energy runs out, the player can use a Battery or Power Cell (default R) to refill the energy. As of March 16, 2015 energy is implemented for the SeaGlide, Seamoth, Welder, Stasis Rifle, Transfuser, and Flashlight. The Cyclops and Seabase modules have energy requirements but do not drain energy from their Power Cells.
