This would mean that there previously were other survivors before the main character was revived, at least. These seabases are derelict and cannot be interacted with. Graphical updates are coming to make the bases look rusty, and it seems that scannable elements will be added to unlock new seabase upgrades.

Throughout the world map, there is a number of Seabases that are preconstructed, in bad condition, and possibly even abandoned. This would mean that there previously were other survivors before the main character was revived, at least. These seabases are derelict and cannot be interacted with. Locations

There currently are only two locations for Abandoned Seabases. Trello posts suggest that more will be added.
