The Farming Tray is an in-development item that can be crafted with the builder and will allow the player to plant Flora outside of their base.
It can be spawned in by typing "SPAWN FARMINGTRAY" into the Debug Console Commands.
Currently, in-game the description for usage is "Use Planter".
