It switches the tower to Test Mode, disabling it.

Recipe

The blueprint can be obtained by scanning the fragment that is found on top of a Desk in Marguerit Maida's Base. It is crafted in the Fabricator.

How to obtain: Insert the Test Override Module into the Communications Tower's maintenance port. Then head back down to the tower's terminal and select [Enter Test Mode].
