Diamond can be found as a large resource deposit. Said deposits are especially plentiful in the Tree Spires and at Koppa Mining Site.
There is a very small chance diamonds can also be found as a Ore Vein. Ore veins are somewhat plentiful in the Arctic Spires, but diamond ore veins are usually located quite deep - beyond 200 meters.
Easiest way to find diamonds is in the deep twisty bridges next to the start biome. Use your truck for air supply depot, or build a bunch of air pipes to get below 200m.
Diamond can be acquired from Sea Monkeys which offer the player resources.
