The effect does not stack if additional modules are installed. The Cyclops Decoy Tube Upgrade can be crafted by using the Cyclops Upgrade Fabricator and the needed Blueprint can be unlocked from the Data Boxes in the Grand Reef, the Sea Treader's Path and the Mountains. It can also be unlocked when you build your first Cyclops.
