One can teleport to this biome after enabling the console through F3 by typing in BIOME INACTIVELAVA.

Speculation

An artwork published by the developers suggests that the player may need an Exosuit to navigate the Inactive Lava Zone. It is unknown if that is due to heat or due to pressure.
