Underwater Islands are in development features that have not been implemented into the game yet. It is currently unknown where these islands will be located, or how many of them will be in future versions of the game.
What is known is that they will be kept afloat by giant Floaters, just like the Floater Islands.
They were first mentioned by the developers here [1].
