The Welder is a Tool used to repair damage to Vehicles and Seabases, as well as the generator on board the Aurora. It has an Energy level which can be replenished with a Battery.
The Repair Tool is a tool used to repair damage on vehicles, Seabases, Lifepod 5's Radio and the secondary systems, damaged doors in the Aurora and its drive core. It is powered with a Battery (Subnautica).

Currently unused animations from Trello suggests that the Welder will operate using consumable canisters of welding material in the future.

The Repair Tool is first used to repair the damaged panel to the left of the Fabricator (Subnautica) in Lifepod 5 and the Lifepod's Radio, which allows messages to be received (though not sent, as the protagonist is silent).
When used, the Welder can be used to replenish the health of the Seamoth. It can also repair breaches that form in the generator room in the Aurora thus causing the radiation to begin to dissipate and fix holes in the hull of the Cyclops and seabase modules. It can also be used to repair the sparks coming from the panel next to the Fabricator in the Lifepod. This repairs it and changes the way the Lifepod looks. The Welder can also be used to repair the Communications Relay in the Lifepod, which fixes it and broadcasts a message.

Afterwards, early on in the game while exploring Wrecks, there can sometimes be a damaged control panel usually identical to the one in Lifepod 5 for doors, which then allows for access or easier access to an interior. Later on, its main role is to replenish the health of the Seamoth, Prawn Suit (Subnautica), and Cyclops, and to fix holes in the hull of the Cyclops and most Seabase modules. It can also repair breaches that appear in the Aurora's generator room, thus containing the leak and causing the radiation around to begin to dissipate.
If a Bleeder latches onto the player's arm, the player can use the Welder to hit the Bleeder.

As it comes with its own battery when fabricated, this can be an alternate way to make new batteries if Acid Mushrooms and Copper Ore (Subnautica) are not readily available.

If a Bleeder latches onto the player's arm, the player can use the Repair Tool to hit the Bleeder.

Rather than heating components until they melt, the modern welder stitches wires and seams back together at an atomic level, directed by an onboard AI. All good technicians keep one of these under their pillow.

The repair tool can be targeted at any common device - control panels, habitat modules, radios etc. - to stitch wires and seams back together at the atomic level. All good technicians keep one of these under their pillow.

Most people don't care why it works, just that it saved their life that one time - but in case you're curious, it combines scanner and fabricator technologies to determine the proper specifications for the targeted object, and then rearranges the available physical material to match the original specs.

It is powered with a Battery (Subnautica).

Uses

The Repair Tool is first used to repair the damaged panel to the left of the Fabricator (Subnautica) in Lifepod 5 and the Lifepod's Radio, which allows messages to be received (though not sent, as the protagonist is silent).

As it comes with its own battery when fabricated, this can be an alternate way to make new batteries if Acid Mushrooms and Copper Ore (Subnautica) are not readily available.

If a Bleeder latches onto the player's arm, the player can use the Repair Tool to hit the Bleeder.
