It can be crafted at the Modification Station combining a Plasteel Ingot and a High Capacity tank, after the player has retrieved its blueprint from a Data Box. When fabricated it is empty, even if the upgraded tank was full, and must be equipped in the tank slot of the Paperdoll UI while in atmosphere to be filled. While not equipped, it takes up six slots (2×3) in the inventory with no speed penalty. Speed penalties only affect unassisted swimming, and do not matter while using a Seaglide.
