When near them on a Snowfox, the Snowfox will be blown into the air. The vents are only active for a few seconds at a time, and intermittently start and stop spewing gas. The player can use these vents to increase their Temperature by standing on or near them. Unlike what the PDA entry says, they will not damage the player.
