The upgrade does not stack.

Speed Increase

All following tests were done with Sea Truck Storage Modules at a depth of 600m in the Methane Ice Caves.

It appears that the Horse Power Upgrade only affects the Sea Truck at more than one module, and does not affect the speed at which it achieves maximum velocity. It does, however, drastically increase the maximum velocity itself.
