The Repulsion Cannon is a tool and an upgrade to the Propulsion Cannon that can be crafted by using the workbench.
The Repulsion Cannon is powered by a battery and can be replaced by pressing "R". It is also possible to charge the Repulsion Cannon with the Swim Charge Fins. The Swim Charge Fins have to be equipped in the feet slot of the Paperdoll UI to take effect, and the Repulsion Cannon must be kept in the hands of the player for it to charge.

The Repulsion Cannon takes up four slots in the player's inventory and uses 4% of its energy per use.
