The Propulsion Cannon is an Unimplemented tool. While it cannot be crafted players can spawn it in-game using the ITEM PropulsionCannnon command
The main function of the Propulsion Cannon is to pickup and launch objects.
It has an energy level which can be replenished with a battery. The terraformer also take up four slots in the player's inventory.
One of its possible future uses is to launch DNA serums.[1]

Trivia
The Propulsion Cannon has many similarities to the Zero Point Energy Field Manipulator or Gravity Gun from the Half-Life Series. The developers have even used as a design inspiration.[2]
